On December 23, 2022, the VI International Scientific and Practical Conference “Problems of Theory and Practice of Forensic Expertise in the Field of Intellectual Property” (“Krainiev Readings”) was held at the Research Center for Forensic Expertise in the Field of Intellectual Property of the Ministry of Justice of Ukraine. The conference was dedicated to the analysis of the development and formation of theoretical and methodological foundations of forensic expert activity in the field of intellectual property and information technologies under the conditions of the full-scale armed aggression of the Russian Federation against Ukraine.
The following issues were submitted for consideration by the participants:
- Theory, history and methodology of forensic expertise in the field of intellectual property in Ukraine and abroad.
- Scientific heritage of the founder of the Research Center for Forensic Expertise in the Field of Intellectual Property, forensic expert and scholar P.P. Krainiev (1952–2014).
- Forensic expertise in the field of copyright and related rights.
- Forensic expertise in the field of technical creativity, commercial (company) names and trademarks.
- Economic research and expertise in the field of intellectual property.
- Expertise of computer programs, databases and telecommunications in solving expert tasks in the field of intellectual property.
- Prospects and ways of development and improvement of science and education in the field of intellectual property protection.
Taking into account the realities of modern Ukraine, the conference was held both online and offline.
The conference was opened by Nataliia Mykolaivna Tkachenko, Director of the Department for Expert Support of Justice of the Ministry of Justice of Ukraine, Candidate of Legal Sciences, Honored Lawyer of Ukraine, who personally visited the Center, and the Director of the Center, Candidate of Economic Sciences, Serhii Anatoliiovych Tiuleniev.
Deputy Minister of Justice of Ukraine, Candidate of Legal Sciences Andriy Vitaliiovych Haichenko addressed the participants with a welcoming speech via videoconference.
Welcoming speeches were also delivered by:
- Oleksandr Hryhorovych Ruvin, Director of the Kyiv Research Institute of Forensic Expertise;
- Dmytro Ivanovych Kishko, Director of the Odesa Research Institute of Forensic Expertise;
- Vladyslav Leonidovych Fedorenko, Deputy Director – Head of the Kyiv Branch of the National Scientific Center “Institute of Forensic Expertise named after Hon. Prof. M.S. Bokarius”;
- Bohdan Mar’yanovych Lozynskyi, Deputy Director for Scientific Work of the Lviv Research Institute of Forensic Expertise.
Foreign colleagues from Latvia, Georgia, and Armenia also joined the conference. Jānis Grasis, Deputy Dean of the Faculty of Law at Riga Stradiņš University, Doctor of Law, Associate Professor, and Professor at the Higher Banking School of Latvia, addressed the participants with warm words of support.
The participants heard interesting and meaningful reports from both experts (employees of the Center and other forensic institutions of Ukraine) and scholars. In particular, Professor Serhii Hennadiiovych Semenov, Doctor of Technical Sciences, delivered a report on a highly relevant topic: “Analysis and Comparative Studies of Cybersecurity Threats to Unmanned Aerial Vehicles.”
All presentations addressed the most important problems in the development of forensic expert activity under the conditions of Russian armed aggression against Ukraine. Most reports were accompanied by visual illustrations.
The main theses of the participants’ reports, as well as contributions from experts and scholars who did not speak but provided scientific and practical materials, will soon be published on the Center’s website in the form of a collection of conference materials.
Thus, the VI International Scientific and Practical Conference “Krainiev Readings” became a reporting event for the Research Center for Forensic Expertise in the Field of Intellectual Property of the Ministry of Justice of Ukraine, summarizing its scientific work for 2022 under the conditions of Russian aggression.
Based on the results of all presentations, the participants adopted a Resolution defining the promising areas of scientific, organizational, and expert activities of the Center for 2023, in particular:
- the need for further development of scientific and methodological expert tools — from technical specialties (military, construction-technical, land-technical research) to the economic assessment of risks caused to enterprises as a result of the full-scale armed aggression of the Russian Federation against Ukraine;
- in-depth expert study and implementation of information technologies to combat the Russian aggressor;
- updating forensic expert activity in the field of intellectual property in line with current regulatory and procedural acts arising from Ukraine’s integration processes and its path toward European Union membership.
