Training of forensic experts

TRAINING OF PROFESSIONALS WHO ARE NOT EMPLOYEES OF STATE-RUN SPECIALIZED INSTITUTIONS

According to Article 10 of the Law of Ukraine “On Forensic Examination” No. 4038-XII dated February 25, 1994, it is normatively established that forensic experts may be persons who possess the necessary knowledge to provide an opinion on the issues under study, have the appropriate higher education, have undergone training, and have obtained the qualification of a forensic expert in a certain specialty. The general procedure for conducting certification for the purpose of assigning the qualification of a forensic expert in the relevant expert specialty is determined by the Procedure for Conducting Certification of Forensic Experts by the Central Expert Qualification Commission under the Ministry of Justice of Ukraine, approved by Order of the Ministry of Justice of Ukraine No. 1224/5 dated May 06, 2025. To be assigned the qualification of a forensic expert, employees of forensic research institutions of the Ministry of Justice and specialists who are not employees of state specialized institutions must know:

  • theoretical, organizational, and procedural issues of forensic examination;

  • methodological provisions and the practice of their application in the relevant expert specialty.

The Center conducts internships in the following expert specialties:

1.1 Examination of handwriting and signatures;
2.1 Examination of document details;
2.3 Examination of printing forms and other means of document fabrication;
3.2 Ballistic examination of weapon traces, gunshot traces, and the situational context of a shot;
5.4 Examination of the circumstances and mechanism of technogenic explosions;
5.2 Examination of explosive devices, traces, and circumstances of an explosion;
13.1.1 Research related to literary, artistic works, and others;
13.1.2 Research related to computer programs and data compilations (databases);
13.4 Research related to industrial designs;
13.6 Research related to commercial (trade) names, trademarks (marks for goods and services), geographical indications;
13.9 Economic research in the field of intellectual property;
10.6 Examination of real estate objects, building materials, structures, and relevant documents;
10.7 Land distribution and determination of the procedure for using land plots;
10.8 Examination of the circumstances of occurrence and spread of fires and compliance with fire safety requirements;
10.9 Examination of computer equipment and software products;
10.17 Examination of telecommunication systems (equipment) and means;
10.18 Examination of the technical operation of electrical equipment;
11.1 Examination of accounting and tax accounting documents and reporting;
11.2 Examination of documents on the economic activity of enterprises and organizations;
11.3 Examination of documents of financial and credit operations;
12.1 Determination of the value of machinery, equipment, raw materials, and consumer goods;
16.1 Military research.
